Leslie Groves, Director of the Manhattan Project and a doctor at Oak Ridge Hopsital in 1945 soon after the atomic bomb was dropped on Hiroshima. Note the conversation revolves about hiding the fact that many victims were burned, and the military wanted to downplay the fact that many burns were caused by the radiation and not simply heat (thermal).
